GABHAN O DUBHTHAIGH (South Co. Dublin) moved to amend Standing Order 7a by striking out the first paragraph down to the words "at which he moves" (inclusive) and inserting the words following in lieu of the words (struck out, viz.—"A Deputy proposing a motion shall give one day's written notice of the motion to the Chairman or his Clerk."
Changes to Standing Orders essentially reduced quorum for meetings to one half of Members in Ireland and free to attend with a minimum of 20 Members to sign roll and allowed for substitutes for President and Ministers. It was a preparation for the imminent storm of proscription and arrests.
