The SUBSTITUTE DIRECTOR OF AGRICULTURE, in presenting his Report, said that the object of the Land Acquisition Scheme adopted by the Dáil was mainly to provide occupation for men who might have otherwise to emigrate. Referring to the agrarian outbreak of last March, he said that they had to provide Land Courts as a temporary expedient to prevent general anarchy. If they were able to cope with the trouble then it was because they took timely action. In order to assist in dealing with the land problem and be prepared for any further outbreaks he now proposed the institution of a National Land Commission, and submitted details of the scheme as follows:—
